Will I be able to buy the dlcs with my account and allow other users to play them on my xbox? We have 3 adults sharing the same xbox. I am wondering whether every user on the xbox will be able to play the dlcs if I purchase them on my xbox account and they do not.

Yes, other accounts on the same box have access to your DLC, provided that you get all the licenses on your box so the game doesn't need to contact the DA servers for authentication. Details about how to do this are discussed in the following thread:

If you don't do this, you'll need to authenticate your DLC by logging in with the account that purchased the DLC before other users can play. You'll need to do this every session. It's easier to just take a few minutes and get the licenses; it may be annoying but you only have to do it once.
