I've been playing off and on and for some reason, I cannot get the Dominate Power. My Renegade is almost half full, I've taken every Left Renegade option, and I still cannot get the option to kill Samara.

What exactly am I doing wrong?

Try doing that mission as early as you can.

That check is difficult, and some difficult checks scale faster than you can acquire points.

I try to do them in order. Maybe I should do it as soon as I hear shewants to talk with me.

I was watching your video. When I've been playing, I don't get the Paragon and Renegade options on the left. They're both greyed out. I only get the right side. "I can't think."

But, I will try to do it as soon as option shows up.to talk with her.

This is an explanation of how the paragon/renegade checks work in ME2. I specifically covered the loyalty fights, but it's the same for getting the option with Morinth as well. I think the Morinth check is even more difficult than the loyalty fights. I think if you get the paragon/renegade options at "I can't think," it means you'll get the option to save Morinth, too.

Anyway, recruit Samara first after Horizon so you can get her loyalty mission sooner then do it as soon as you can. You only need to unlock Dominate once and you'll have it from then on. Maybe even play on Casual after Horizon to breeze through the missions you need to unlock Samara's loyalty mission (I think you'll get it after a couple missions from recruiting her), do the loyalty mission, then reload pre-recruitment and continue forth as you normally would.

Make sure your passive is the one that is the 100% paragon/renegade points. You can respec before you start the mission and respec back afterwards.
