They don't have to remove it but at the very least they could give the same amount of xp for killing a person as well as letting him go if such an option arises. Most of the time I kill Hermit not because I don't like him but because I get 130+ xp for his death and even more xp from the bandits who overrun his camp. The list goes on...
Though I AM in favour of removing kill xp I have to wonder: Why do you even care for this 130 exp?
I mean, if it was an entire levelup I could understand you.
But 130 exp is almost nothing. In my last playthrough I was at about 5000 exp, and would have needed another 5000 for NEXT level when I finished, so 130 more or less would have made no difference at all...
