I was looking through some of .config files from ME2 and it seems that some cutscenes are actually "covers" for loadings. While I do not know how common those are, I guess it's an other problem to solve when actually programming the "pause" function.
That most likely won't be happening with in-engine rendered cutscenes. The cutscenes that was hiding any loading would more likely be pre-rendered videos (like showing the SR-2 in the docking bay, or having the one space station blow up early in the game. Trying not to put too much ME2 spoilers in there...). Those pre-rendered cutscenes didn't have much story involved in them, they just add extra pizazz to the game.
Anyways, I support pausable cutscenes. I'd also include pausing during conversations when people are talking. It's the only way I got through the trial thing in Neverwinter Nights 2. I wish I could play games in a distractionless environment but the environment says no.
