The Keepers are The Shadow Broker.
Think about it.
They're all over the Citadel(The hub of galactic politics and the meeting point of almost every race), they're always typing on their little consoles(getting information, selling it, trading it, speaking through their agents), nobody bothers them(so no one would know what they're doing), and they're always fixing and rearranging things(to draw attention elsewhere).
Conniving little bathturds, the lot of them.

having a former enemy as ally is always cool, i forsee for ME3 an ex-harvester as squadmate, and in a new trilogy a Reaper as our base ship

hopefully they will also put every single dlc, weapons pack dlc's
and things together (some sort of special edition with every dlc and things included)
for some 50 or 40 bucks then u know for sure u got the whole game and every single dlc

I doubt Udina would have the time. In fact, I doubt its a human at all. We already have our shadowy, evil secret organization in Cerberus.
I'm actually not sure its anyone we know. It would have to be someone with a lot of free time and not seen a lot. I don't think that the SB is a figurehead and would be a very busy person so they couldn't exactly have a public day job, like on the council or an ambassador. You can't attend diplomatic functions all day and just manage your hundreds of connections after dinner, before Futurama comes on.
Of course not it was cancelled by then

LOL, you know that's not true. In ME1, TSB didn't have a lot of info on Cerberus bases, thus we were asked to give them the intel Kahoku promised. Remember?
So I'd wager TSB wouldn't know about that. Thus, The Keepers get a free pass.
