I would say after ME2, as Liara can't join Shepard during the main story of ME2 for obvious reasons. That, and it is meant to tie in with the gap of 2 years between the beginning sequence of ME2 -> opening game play, so it takes place after you have finished the main story of ME2 but is more of an addition to it in plot/story terms rather than a bridge between ME2 and 3.

I hope after but the only proof we have to go on is the 3 screenshots they gave us.

Yeah that would be cool, it just seems like BioWare would hype that this is "the next step into the Mass Effect Universe!" if it was going to be after.

Man, I wish they'd show something. Heck, maybe just another screenshot, just to throw a bone. My Shepard can't keep waiting in Liara's office like it's in Limbo.

Oh lots of news. There are forest fires in BC, Canada that cause smoke to cover almost all of southern Alberta (Edmonton, and therefore Bioware too) which caused an air quality warning to go out in effect, which in turn caused me to stay indoors. Also a growop in BC was protected by bears and.....

I don't think the DLC will unlock until they're done.

Handwaved away, I suspect. If the player flubbed up or outright avoided the Observer sidequest, then I believe that Liara will deduce by herself that Nyxeris is a double agent working for the Shadow Broker, and eliminate her accordingly. I seriously cannot see Liara's ME2 sidequests having a significant impact on this DLC.

No impact at all I suspect, earth clan. The hidden audio suggests that Shepard approaches Liara with the news that Cerberus has located the Shadow Broker... so BioWare probably wrote it that way with this eventuality in mind.

 It's an interesting question actually. On one hand, it would make the most sense if LotSB was triggered after completing Liara's quests. On the other hand, those quests (especially getting the second one) are a bit obscure, and requiring their completion before LotSB could make a lot of people very puzzled ("I paid for the damn DLC, now how the hell do I play it?????222"). On the third hand, if you have the Shadow Broker's coordinates off the bat, doing Liara's quests doesn't make a whole world of sense either, and if you do LotSB before them, you'll likely lock yourself out of ever getting them (missing out on the dialogue and +5P/+5R points).
I wonder if the whole delay is caused by the fact the Bioware can't decide how to approach this...

I just want to add that bioware has consistently released ONE form of paid DLC since alt. Appearance pack 1. Firepower pack was released aug 3rd so maybe we'll get LotSB in sept. At least if Bioware stays consistent to their pattern of releases

Also in regards to what tmk said, you could play overlord without firewalker. So they'll probably keep the liara sidequest and LotSB unrelated

Hmmmm, I would think that you couldn't access LotSB unless you met up with Liara and did her hacking requests on Ilium first.

What she asks your Shepard to do is certainly Shadow Broker related.

That would make no sense within the context of how LotSB ends. You'd have to know how it ends to realize that cannot be the case so I won't spoil it here. There are only two options to keep it coherent and logical:

1) If you do LotSB first you will not get to do the other two side quests again.
2) You need to complete the two side quests before you can activate the LotSB mission.
