Nah, I don't think the crying is about that, but something that happens that is sad.  I can think of many things.  Hopefully the crying isn't romance related.

liara still loves shepard and tells him shes pregnant with his kid, shepard confess he's moved on and has slept with tali zora and they all end up on the maury show

The fact that Shepard's back is to her when she is crying says a lot. If it was something that had nothing to do with them as an item, you'd think he'd at least be facing her.

What I'm most looking forward to about this pack is the chance to continue the relationship with Liara, but say you romanced her in ME1 and someone else in ME2, does that mean she's gonna call you on it? I was under the impression that the ramifications of cheating on your ME1 LI were something that was gonna be address in ME3.
I guess it might happen a bit sooner than that
