while I agree that it sucks that BioWare is not releasing the new DLC in some countries, it is very far fetched to consider this as "law has been broken".
If you run a company, it is your right to deny certain countries goods that are not technically compatible or because of something else. Going around DEMANDING something is not going to make a company give it to you, either which way.

are you sure you've read ALL pages precisely to fully understand the case?
as by seeing your post i assume that answer may be no....

There is one more thing, I can't understand, and maybe it proves that the fans from the affected contries will be able to play the DLC, if they simply change the language to English. I activated my ME2 key in the EA Download Manager, and when I had to choose a version, the international version, which contains the English language, also contains the Hungarian language. Also, if you buy the game on Steam, that version also has the hungarian language, but still, BioWare said, the new DLC won't work with the "hungarian (and the other 3) version(s)". I also remember that at EADM, Mass Effect 2 had a seperate polish version to choose, but if you buy the game on Steam, that version also includes the polish version too. So this makes a little bit strange this "version-issue", and maybe this proves, it will be just enough, if we change the game's language to English (on a PC there are easy ways to do this, and I think it would be possible to release an optional patch for the Xbox 360 users to change the game's language to English).

They promised exactly that before the German version came out and it never materialized.

Well, let's be fair, one of the big promises for ME2 was a steady stream of DLC, and while we can fill a thousand pages arguing about quality and value for money, there really has been a lot of DLC coming out. I don't think they never make good on anything, but languages and localization seems to be, uh, an issue.

And that's the part that really bothers me - you'd think a company for whose games the writing and voice acting is so vital would understand how important it is to handle their translations carefully. I understand perfectly well that the budget for the dubs is limited and the quality's therefore not going to be great (and frankly, I wouldn't buy them even if they were good, I want the original versions.) But if that's the case and the dubs basically only exist for people who really flat-out don't speak English and/or don't want to read subtitles, then why is it impossible, at least through regular channels, to get the English version for those of us in non-English speaking countries who do know the language well enough? It's the original version. It already exists. It doesn't cost anything to let me buy it. It's like they're saying they don't want my money and would rather have me pirate the game.

Of course the answer is that the dubs still cost money to make, so they're pushing them on people, but that's exactly the kind of behavior that drives your customers to piracy.

The polish and czech version of the announcement mentions that in Slovakia and Hungary the DLC won't be available either. A fan from Ukraine said in the "Polish, Slovakian, Czech and Hungarian and anyone who defy what EA done protest group." ( http://social.bioware.com/group/2515/ ) that the DLC won't be available in his country. However I think he/she only says this, becuase he/she can't find the DLC on the official DLCs' page (and he/she doesn't know it hasn't been released yet). I haven't seen any official word on the DLC not being released in Ukraine.

I stand corrected.

That still leaves the fact that promise or no promise, the German version is German only with no way to play it in English, and for a game whose popularity has a lot to do with the writing and voice acting, that just doesn't make a lick of sense as far as the creative aspect goes. So you have to assume it's because of licensing deals and stuff like that, i.e. we get a mangled version of the game forced on us because that's more profitable.

@Funker Shepard.

Since i use delocalized version of ME 2 localization don't concern me and all i want to known from Bioware is:

Will i be able to purchase and download this DLC OR there will be imposed regional IP lock on this DLC?

Simple question for which answer could take very short typing...

Why would there be a regional IP lock? With the information given, there is absolutely nothing that suggests anything like that. All they are saying is that there is a technical issue with "the Polish, Czech and Hungarian builds". (my emphasis). If you've been able to get english DLC in the past (I have no idea how the regional X360 stores work, but it would appear you're on a PC anyway), I'm sure nothing in this will be different.

If Bio employees went out of their way to dissuade every irrational fear that appears on these forums, they'd never manage to release any games, never mind DLC.

And yeah, sure I'm assuming a lot, but they seem like safe and most likely assumptions to me. Occam's Razor and all that. :P

The 360 stores are by country, so you only have access to whatever is offered in the store for your particular country. And it doesn't seem particularly logical for them to put DLC in the store for a particular country that will then only run on imported versions of the game. If Lair of the Shadowbroker doesn't exist for the Polish version of ME2, a 360 user in Poland most likely won't be able to download it at all.

It may or may not be possible to set up a fake account for a different coutry on XBL - people do this on the PSN a lot, but it's against the terms of use.

You don't need a fake account. You just change your profile's country to, say, the United States, download the module, and then change it back. Americans do that all the time to get content that is only released on Japan's xbox live servers.

I don't know how to help PC users, though.

Oh, okay. Thanks. I'll check if that works from Europe too, but I can't imagine why it wouldn't. I guess that means at least those of us with imports aren't completely screwed.
