What I am saying is your assumptions basically contradict what Bioware have told us. They have told us that they cannot do the shadow broker for the localised version because of "technical problems". They further told us that they won't make the English version of the shadow broker compatible with localised versions because of "quality issues". No where did they say "we are not going to do it because sales were low". So your assumptions kind of rely on us assuming Bioware are "lying".Funker Shepard wrote...
And yeah, sure I'm assuming a lot, but they seem like safe and most likely assumptions to me. Occam's Razor and all that.
As for all the repetition in this topic, it is unavoidable especially when people keep raising the same "solutions" that have been raised a dozen times already. Yes PC gamers can find ways around this issue by either hacking their existing copy of ME 2 or downloading an International English version of ME 2 from the EA store. The issue here is people using an xbox 360 in these territories they cannot do these things and some solution needs to be in place to cover them.
Now as to the actual story surrounding this DLC, if I was to speculate I would say it will go something like this :-
Possible story line ....
The Normandy calls in at Illium for a bit of R&R and carry out much needed repairs after the suicide mission. As Shepard arrives it is clear all is not well, there are mercenary units stationed all over the place and they open fire on Shepard and Co. You will probably have to fight your way to Liara's office where she is pinned down. Naturally you rescue her and she tells you that she has located her friend Feron and could Shepard help her.
You will go back to the ship have lots of lovey dovey talk with Liara if you romanced her, bitter arguments if you cheated on her and sod all if you didn't do either. You will arrive at the planet Feron is being held prisoner and naturally cue the hammerhead and several frogger/mario levels involving the tank. You locate Feron's cell but he isn't there (dum dum dummmmmmmm) but you find clues indicating he discovered the shadow brokers location and has gone to kill the shadow broker.
WHen you get back to the ship Liara bleats and whines about how we must go and help Feron. A mad dash to catch Feron ensues and you end up at the planet the shadow broker and Feron are going to have their confrontation. Thus cue the hammerhead again and more joyous frogger/mario levels in a jumping 100 ton tank.
You arrive just as the Shadow Broker kills Feron thus enraging Liara and at the end of the fight you will either have to let Liara exact revenge on the shadow broker (renegade option) or spare the shadow broker (paragon option). As you arrive back on the ship Liara can't get over Feron she fell for him and all that so she leaves to "get herself together". It closes with Shepard scratching his head saying "women".
That is pretty much what I expect from the Liara DLC based on the DLC we have seen in the past.

That would be nice, but for starting the mission I doubt its going to be much more than;

Anyway pop in there and beat him up".
Shepard pops into the closet, makes out with the shadow broker who turns out to be Liara's twin sister.

Seriously though, I dont expect this pack to be one of the post-end game packs, not unless BioWare state otherwise. I think this will start with an email from TIM, and be available to anybody at any point by simply going to see Liara and activating the mission, with the possible requirement of having completed her fetch quest first.
The ME2->ME3 bridge content will probably come a bit later, since ME3 is still so far away, and I think BioWare will advertise them as just that.

Just to localize British, Welsh, Scottish, and Irish would be a massive download. Not to mention how hard it is to find high caliber actors, like Brad Pitt in "Snatch", that can pull off said variations of the english language.
Being the game is in english, though, it's still sometimes hard to understand for us Rednecks in the south of the US. And I don't see BW catering a localized version to us, either. I shudder to think of the work it would take to reduce all the dialogue to 4 syllable words or less. Grunt could pull it off, as we fully understand non verbalized dialogue conveyed by various noises from multiple orifices. But Liara uses words and she's female.
Both of those things would have to change for the deep south localization of ME2. Well that and some better stats on the Overalls. I mean, c'mon, it's the future. Someone has to have figured out a way to harden blue-jean overalls with some kind of kenetic barier. Especially when you lose the protection an undershirt might have provided. Trucker ball-cap should give +25% armor and overalls without underwear should have some sort of bonus...
Now, if BW sold a 32GB usb stick with the game/dlc preinstalled...

Nobody here knows and all you and everyone else waiting can do is be patient. It might be today, it might be tomorrow, it might be a week from now. They'll respond when they have the time to read the questions, discuss it among themselves, and respond the most appropriate way they can.

It will be available everywhere that isn't specifically listed as unsupported. So, as of speaking, the United Kingdom will get it. No reason to believe otherwise.

If they are locking it down for your country preventing even owners of English version of the game from getting the DLC just because their your IP originates in a certain country, that is just nuts though. Of course, you could perhaps try using a proxy server that obfuscates your country of origin.
I've done that several times to get country restricted items.
