She can't join the crew because this DLC is like the previous ones and can take place before the suicide mission. Bioware made it point that the love interests from ME1 NOT join the crew so that they can't die in the ending so they can come back in ME3.
Casey Hudson has said this. "The romances from the first game play a major part of the third game."

That was the files found in the game, from what Bioware has said, they will do a lot more than just this.

They were, but we dont know the extent of their reuse. Maybe they will all be used, maybe some, and maybe none. Depends on what changes to the Shadowbroker DLC they've made from the time it got cut.
Comparitively, Kasumi's hidden dialogue in the game was ultimitely used almost (if not) in its entirety once her DLC arrived.
