If the PC dlc was released earlier than the xbox dlc I would be complaining too (even though I don't have an xbox) it is just plain decent behaviour to ensure everyone has access to this content at the same time.

Did you not read my post? Microsoft run the servers that all Xbox360 related content is on. They flip the switch for when content is live for download and/or purchase. BioWare have full control over PC releases, since they (or EA) host the servers.

Hey Bioware next time tell Microsoft to release the DLC on a particular date and at a particular time and then ensure the PC DLC is on the server ready at the same time. Seriously how hard can that be eh ?

What Microsoft did or did not do is not the issue here. This is Bioware's content it is now available for xbox ME 2 players but not available for PC ME 2 players. If Microsoft are screwing things up then it is Bioware's responsibility to ensure that Microsoft doesn't screw up with their content again.
The content has now been available to xbox users for FOUR HOURS now, meanwhile PC users are twiddling their thumbs. Is Bioware that incompetent that it can't think "hm perhaps we should get the PC version up on the servers now".

In 6 hours xbox users can have completed the Shadow Broker DLC and spread spoilers all over the place. I know this is just weapons DLC but this ALWAYS happens and it will happen with the Shadow Broker DLC too.
