I wanted to give a bit more insight into the Polish, Czech and Hungarian builds for our fans.
Believe me, we tried to make it work for these languages. DA was able to release English DLC for these localized versions of the game, but that isn't the case for us. On the Mass Effect side, it isn't as simple. By allowing the players of these versions to use the English DLC, there would be large scale changes to the main-game player experience. We didn't want to sacrifice the quality of the main game, and tried to work around this in various ways. In the end, unfortunately, we were unable to come to a solution which allowed us to release this content in these territories and keep the same level of quality from the main game.
I'd like to personally apologize to anyone in these regions who are dissapointed, and please know that it wasn't an easy decision to make.
Thank you for this reply Mr. Gamble but, as someone already said this is compleate bullpoo.
Please don't give us a speach about hard choices and quality loss, because it's compleatly ridiculous, it just doesn't make any sense.
If you guys wanted to ensure high quality of your product, maybee you should have started with assembling a trustworthy quality asurance team for the localisations, because some of them were just horible. And if you don't think that it was that bad - I got the game the exact day it was released, and there already were VO fixes on the internet, because so many people couldn't stand those poor voice overs. Maybee I'm generalising but If there's anyone using the Polish VO, it's not because it's fine - it's because he doesn't know english. It was enough of a joke considered the big pump that made out of this project's VO.
Really, someone asked this but how is it even possible that your company made a game and now is unable to make DLC compatibile with some versions of it? Technicaly. You made a whole new version of your game for us here? I'm honored... so why is it not as good as other versions. What does it mean you don't want to hurt our player experience? Maybee we want to be bloody hurt? Maybee you should simply let us hurt ourselves? Why can't you release the DLC with a notice that it might screw up the game? I'm willing to write a legal agreement that I won't sue you if my game screws up after installing this addon, I understand that not giving us anything is better than giving us something that won't be in our own language? Awesome, hooray for patriotism, "everyone knows that Poles, Hungarians and Czeh can't speak english - why we even bother"... is that the same reason you guys never even gave us the choice to install the game in english, so we had to change the game files in order to run the game properly? Fascinating, considering that the english VO files were still installed on our machines. Also interesting since the armor packs text was not localised when it got released - back then our experience was not so important?
I have every single DLC for Mass Effect and Mass Effect 2. I purchased them, and I think it's worth mentioning that whoever pirated the game was able to use all the bonus/preorder/CA/digital download items from day one... I waited for it untill Aegis Pack.
I would also like to quote something here:

We recognize that BioWare has a global community, and the Bazaar this week was originally intended to be an international event to reflect our truly global fanbase. Unfortunately, we encountered some last-minute legal complications around how contests can be structured in different parts of the world that prevented us from including all territories in this first event, even though that was our original goal. And for that, we sincerely apologize – our goal with this sort of celebration is to show all our fans worldwide how much we appreciate your support!
BioWare definitely really values all members of our world-wide Community, no matter where you live. Accordingly, in the coming weeks, we will be announcing details about future events specifically for fans living in those territories which were excluded from participating in the first BioWare Bazaar. The future events will be a bit different from the first Bazaar in how they’re set up and structured, but our goal is to feature the same caliber of awesome prizes and great BioWare collectibles. We’ll announce more details in the coming weeks

This situation makes both, your post, and Mr. Muzyka's post from the past a joke, not to mention that nothing ever came in those "comming weeks"... unless you consider "comming weeks" to be 4 months.
EDIT: as far as my rant was a bit too much, and as usual it took me few hours of doing something else to realise it. I am going to buy the DLC when it comes out, but it is kind sad that I have to do anything more than simply download and install it on my legaly bought copy of the game... to throw in something cliche - earning trust is a long proces, loosing it takes seconds.
