The system of payment didn't change, the same with XBL - Microsoft unofficially encourages Polish players to set up XBL accounts using fake information, otherwise they won't spend any money at all for DLC, Arcade games, etc. This unofficial system was working rather well for 5 years now.
On PC this was never a problem - I run ME2 on a PC and I have no problem buying Bioware points through Bioware website using PayPal as payment method.
As somebody pointed out - the issue with English DLC was not perfect but working in the past. Now they word it like even English DLC is not an option, in order to maintain "player experience". I'm puzzled how much of a tool you have to be to come up with the idea, that no DLC is better than non-localised DLC. Are we some sort of language purists, where our brains explode at mere mention of foreign language?
Anyway, there will be plenty of ways to resolve the situation, just some of them not pleasant for Bioware.

Believe me, we tried to make it work for these languages. DA was able to release English DLC for these localized versions of the game, but that isn't the case for us. We didn't want to sacrifice the quality of the main game, and tried to work around this in various ways. In the end, unfortunately, we were unable to come to a solution which allowed us to release this content in these territories and keep the same level of quality from the main game.
I'd like to personally apologize to anyone in these regions who are dissapointed, and please know that it wasn't an easy decision to make.

The fact that the Shadowbroker has been working since long before Humanity even got into space. So unless Tim had a secret spaceship that he never told anyone about, he can't be the SB. Tim and the SB are also enemies in the comic.
In the comic, the SB wants to sell Shep's body to the collectors, and Tim wants to revive him. If they were both the same people, why on Earth would they be working against each other?

I'm waiting for explanation too. I bought the game in Poland, but all the time, it was english version. I don't need polish subtitles and/or polish voices. So where is the problem?

What Naraxel says. I'm attached to English voiceplay in ME and ME2, I love it and I'm happy there was a solution to make English dub/sub work on PC's. Because as everyone know, there was no option to change language in game settings, and while buying the game, we were not informed/warned about it (I'm talking about Polish ver. atm).
Now I'm not really sure what to feel about it. Does this affect future DLC's? Should I already start to be sorry for the plot I willl never know unless I read wiki or something? Do already I loose some dialogue that may be influenced in ME3 by playing the plot-connecting DLC's?
Or, not to be rude, is someone trying to force us to buy another, non localised version of the game?
Dissapointment is one of the last feelings I have. It's mostly doubt now, and surely hearing "we're sorry" won't make up for this even a tiny bit.

As those that are affected by this have said, they would be happy to have NON-localised DLC for their game. This obviously isn't a perfect solution but it is a better solution than not giving them the DLC at all. I don't see any technical reason why they cannot get the non-localised DLC to work with Polish/Hungary/Czech copies. If there is some bizarre "technical" issue as to why they can't do it then the quality standards at Bioware can't be that damn high in the first place.
It is absolutely ridiculous that Bioware think "not giving them the DLC" is an adequate solution. If you value your good name Bioware and you value people's custom (in every country) then you will get this issue sorted so that ALL ME fans can play this DLC.

In the Nordic countries, hardly anything is ever localized, because a long time ago we all decided to STFU and learn English. Therefore, it's kind of hard to feel any sympathy toward you guys...

This is not the answer. EA Poland along with Bioware should work on the solution, we (polish players) can play in original (english spoken) version, so if EA Poland don't want to translate the DLC, it can stay english. But as far as I am concerded - there is some other problem with the DLC and polish/czech/hungarian version, more sophisticated
But all of this is pure speculation until some authorities says something!
