The loss of customers is self-evident. I would assume that they'd thought through this and, (at this current time), have decided to just put it on the back burner. I'm sure there's more to this than what has been mentioned so far - another potential option would have been to just delay the whole release of the DLC for *everyone* until they'd figured it out - in that case, they'd p1ss off a lot more people.
But what does it mean excatly?! What they mean by "same level of quality"? It can by anything and everything. All the speculation about localization as the main problem are only our theories. Huge group of players from those 4 countries played the game in english, so our native languages have little to do with it!
But all the time i stress the bigger problem! I want to know HOW MANY DLC WONT BE AVAILABLE FOR US BECAUSE OF "TECHNICAL ISSUES". How many plot elements we will miss because of this? If they fear that "our game experience wont be the same", then while doing such things as this, the ME 3 experience will be fu**ed up and this is much bigger concern!

Indeed, I think it would calm a lot of people down if the reasons were given in a lot more detail - but I wouldn't hold your breath. Bioware have what appears to be a strict policy of giving out as little info on problems as they can - sensible, since by doing this you don't have to do much backtracking - but it can be a bit aggravating for the customer.
When Dragon Age Awakening got released, we had the whole notorious saga about not being able to use DLC gear in the expansion, due to vague issues of 'we didn't want to compromise the expansion so, we spent more time on it than working out how to import the gear'. No real explanation as to the stuff didn't import. 4 hours later, some modder figured it out and posted the info - along with DLC fixes to import all the gear - online. Bioware ended up with egg on their faces, and that was just because they'd mentioned just some vague explanations. Hence, I can understand why they're being cagey.
I wouldn't be surprised if this had something to do with the 360 Marketplace, MS's 'quality levels' and all.
This way or another, i WILL play all the DLC, if they force me to go pirate, than i will.
I would hope they'd taken this into consideration. Refusing availability you can get away with on consoles, but on PCs, it's often much better to do everything possible to get a product out there to the customers - otherwise, they'll get from somewhere else.
