EDIT: this might be an idea... now i havent read any of the mass effect novels so forgive me if some of it contradicts with this. perhaps he originally had liara go find shep. eventually the collectors came to him offering the technology to build his own reaper for shep'[s body. so TIM then went to betray liara to try and get the tech from the collectors and failed so he brought shep back with the lazerus project and sent him to go get the reaper tech from the collector base

Dude, it's not The Illusive Man. It isn't. He even said that TSB was a rival of his. It makes absolutely no sense. And don't bring up that Darth Sideous argument. He played both sides because he ended up taking over the galaxy. TIM is concerned with human dominance. If he was trying to give Shepard to the collectors, the reapers would win and he'd be dead.

TIM's fate will be left for ME3. TSB could start the post-story DLC because TIM want's info TSB has concerning the Reapers. Shepard goes in and discovers it has to do with the now-dead-human-reaper. Shepard ges the info(And decides whether or not to kill TSB) goes to TIM, and has a temper tantrum. TIM doesn't care, and tell Shepard to get ready to "pwn sum n00ns".
