The Mass Effect folder in program files is where the game is installed, but not where it stores save games.

Mass Effect stores it's save games in C:\\Users\\<Username>\\Documents\\Bioware\\Mass Effect\\Save

Might be a different little bit different path in XP though. Anyway, if you didn't copy the one mentioned you can't get your saves back.

And i doubt that copying your game directory is illegal :)

Oh, then i guess you are missing some files from the games install folder, so yes you need to reinstall.

Since you can't find your CD then i don't know, maybe you could try adding your CD-key to the "EA Download Manager" and see if you can get a digital copy? I've done it myself with a couple of games, but there are some that are just too old to support that, can't say if Mass Effect is one of them. :/
