I very recently got a laptop capable of running Mass Effect 2 and i was wondering if there waas any way that I would be able to move the armor and weapon from my pre-order of the console version to the pc version?

Check your "registered game promotions" page here (Profile), any DLCs that are cross-platform will already show PC versions available for download. Pre-order stuff generally is cross-platform, I believe.
