Would Shepard as a character even have the necessary knowledge/training/tactics to command a fleet? Isn't that something for an Admiral to do?

I want there to be lots of epic space combat cutscenes like the ones in ME1 and 2- (spoiler alert) the Citadel and alliance fleets battling sovereign and the geth, and the Normandy vs the collector Cruiser. However they need to be bigger, longer and more epic. Controlling space battles and directly controlling* the Normandy wouldn't work though in my opinion.

No, he wouldn't. His mother would (if Spacer). You would probably assume the role of Hacket or any other leaders out there.

actualy like in ME1 where shepard orders the destiny ascension to be saved or not. decisions like that would influence the battle. he might not be directly giving orders but influencing the battle through his actions. thats what i meant

Oh, in that case then yeah, I'd go for something like that.

what i want in mass effect 3 is a big epic space battle scene where the citadel and many other fleets are engaging the reapers. in which shepard can partialy decide in what way the space battle unfolds. but no directly controlling of space ships.
You basically described a scene in Mass Effect word for word.

fighting space pirates (like the vocha/etc)... and not just corporate mercenary groups.
