I've read through stickies and searched other topics and haven't been able to figure out the problem.

In general, when I go to manage screenshots and delete a screenshot, the thumbnail goes away.  But the number of stored screenshots listed in Profile Diagnostics does not go down.  Is there much known about why you can't seem to reliably manage the screenshot storage?

No, not really, but the issue is covered in two of the three stickies. You will simply have to keep trying until it works. It has to do with the web server infrastructure.
