Well, regarding releases that depends on your perspective, interests and preferences. But of course there was a lot of progress in various fields. From a player's perspective, what comes immediately to my mind that you might have missed and that I got all excited about were two things:
The release of chico400's NWNCQ tileset override collection that makes NWN look like a whole new game again and finally allowed a spoilt kid like me to have a little fun playing the OC (and what's even better is that even though it's awesome already it's a work-in-progress and still getting better with each new version).
And the second one - that took me completely by surprise - was the continuation of Baldecaran's Prophet series with the release of Chapter II - The Century of Sorrow - one of the best SP modules I've ever played. It's even better than the Prologue and Chapter I of which I don't know if you've played them but if not, well, you should, 'cause they're fantastic. Very gripping and complex story.
Of course this is a very subjective and spontaneous selection based on my personal feelings and taste, and I hope others will add theirs to it.

From the list of my favorite developments, I think it's safe to say pkpeachykeen's NWShader is a big addition to the game. In custom content, six's Wild Woods tileset is stunning, and Estelindis has added to her marvelous KotOR Heads pack. Ah, and let's not forget Tawmis bringing us the third (and final) season of the Neverending Nights machinima.
Lots of great things are still happening!

CEP has done some awesome things, also Chico's haks and Project Q... definately worth checking out, doesn't look like the same game anymore.

I will second that about the NWNCQ project. It really is amazing.
Much to my chagrin, I only learned of it after a little over a year of building my mod and using numerous hakpaks to simulate just some of the stuff that NWNCQ provides.
I believe I will be adding an area transition to new module at some particular spot and build the second part of the module with CEP 2.3 and NWNCQ built in.
