It's never stated how long the Shadow Broker has been around, but to have an information dealer with contacts and informants all around the galaxy and be stable enough in his position to be unopposed by the Council or other governments means they would have to be around a long time. I think most of humanity's expansion happened in those 20 years leading up to ME1. If you recall it was our rapid expansion following the FCW which sparked the conflict with the batarians. It's not that big of a stretch when you consider how far our technology leaped forward after the discovery of the Prothean bunker on Mars.
Eden Prime is said to lay on the border of the terminus systems so i'd say that all of the terminus colonies like Freedom's Progress and Horizon were settled during the two years when Shepard is in limbo.
