Let me say my basic point another way. Given relatively fixed resources, there are generally 3 competing factors in any software development; features, quality, and schedule. It is a zero-sum game (pun intended). That means to gain in any category, you would lose something somewhere else. Assuming that providing a "new combat system option for the PC" is an additional feature, I would rather they not do that at the expense of quality in the rest of the game, or a slip in schedule.
I don't see how an action based system would be any more difficult to implement than a slower paced one. Especially since it's already being designed, balanced and tested on consoles.

I sincerely hope so, since in DAO combat mostly consisted either obliterating everything effortlessly or pressing the pause button every 2 seconds waiting for the cooldowns to reset in the more difficult fights. A little more twitch based action would make combat a lot more engaging IMO.

more intelligence, because not only would you have to pick the correct strategy, you would have to do so quickly.
