I'm pretty sure that in the artistic design of this game it wasn't
planned for our space hero to be saving lives in the nude. That isn't
artistic at all. It's stupid and not to mention disgusting. It's sad
that nothing in our world can be free from the hand of depravity.
There's always a couple of sick ****s who want to ruin in for everyone.
While I agree that nudity in combat would be contrary to the artistic vision of Mass Effect, I would have to disagree with your implicit assertion that depicting nudity in the context of war is "disgusting." That has been done for much classical and renaissance art:

But, well, at least you didn't slap some oversized balloons on there for the breasts.
I have done texture modding before, and I can reasonably assume that accurately depicting female genitalia, without having it look stretched or distorted, is too difficult for most texture modders.
Editing the size of the breasts would mean editing the mesh or model, which is beyond the capability of most people since it requires advanced software + the capability of using said software.
I'm indifferent when it comes to nude mods. I did some texture modding for WarCraft III, so I'm familiar with what modding is like. Nude mods exist for pretty much every game with significant female characters. It's sometimes interesting to see how well people can make them. One of the funny things I've noticed is that a lot of "non nude" mods are absolutely terrible compared to some of the nude mods - mostly because nude mods are comparatively easier to make. A nude mod succeeds if it can portray the human figure in a precise and detailed manner, while an armor mod must be original, aethetically pleasing, and detailed to succeed. Of course, there are many bad nude/pornographic mods as well.
It's not something I'd use since it would just seem way too out of place and immersion-breaking. It might make sense in some fantasy game that is remnicsient of ancient Greek art, but that's about all I can imagine.
