Yes, no, maybe... will there be a Dragon Age 2 toolset?

Give the community a toolset, and said title becomes re-playable many times over. Not just additional DLC; play it once and its over.
Because there are so many mods available, I still, on average launch NWN 1 at least twice a month, and Oblivion once a week. In fact, if you youtube some Oblivion content, and compare it against the upcoming Skyrim demo or some DA 1/2 play through... they very closely match. Mostly due to the many modifications available made by us fans. Dragon Age 1 and 2 are beautiful... but... I'll wager a modded Oblivion looks much _much_ fuller in details and content. I don't mean to compare two games that can't be compared with. My point is, I still play two old games, simply because the content doesn't seem dated yet.
And I must say, KUDOS to NWN 1 team. That engine is STILL chugging along just fine on the latest hardware, with very little encumbrance. You guys really must of looked ahead and planned for _un-heard-of_ resolutions, as she is playable and enjoyable at 2560. Its gorgeous.
And... MAJOR KUDOS to the Black Isle team with the Baldur's Gate series. HOLLY $&!^ that was an epic tale I will never forget. I wish you would re-tell it within a NWN engine or equivalent. The fact that several modders have attempted at a conversion tells you everything you need to know. You want a major hit some time in the future? Announce a remake of BG.
Got side tracked there
I love DA 1/2 but once I played through it as a Fighter, then partially through as a rouge, I realized there was very little difference. So I looked to find some mods to change it up...

Now that the fans are warmed up after two quality DLCs, a toolset could easily turn the tide in favour of the Dragon Age series once again. I think it's an effort worth making Bioware.

Bioware has responded to this thread several times. Their official response is "if we have time and decide to do it".

About baldur's gate it was a bit like the kotor 1-2 series, there was never a real toolset in the way we see it now, But at least they gave the keys to make tools...
And although I still like to play NWN once in a while the modding was not a major selling point as fallout3/NV and oblivion was...
As far as I know "if we have time and decide to do it" is a polite and non conflictual way to say no...
I said it already but if they refused, this would make a lot of people reaaallly angry... By saying this they don't have to deal with it and obviously modder will try to do something but will eventually stop...
Modding don't bring more money (or not that much anyways) since the aim is to sell the newest title... Not to keep the old ones running...

I love Bioware and in my opinion Dragon Age 2 was a great game. Yes, it had flaws but I still love it to pieces. That being said, it was a commercial flop. Between pirating and people nay-saying (like so many in this thread have done.) Even after 2 well-received DLC plus some great content packs Bioware (Or EA most likely) decided to pull the plug on it entirely. They are now focused completely on DA: Inquisition and I doubt they'll turn their eyes back to DA2.
Personally, I am saddened and disappointed by this. I feel that not being lucrative enough is no reason to turn away from those of us who ARE loyal to this chapter of the franchise. Either way, the point of all this is that no, they are never going to release the toolset without some serious pressure.
We as the fans can apply this pressure. The game has been out long enough and the DLC are done with so why not release the toolset so we can increase the games replay value? EA may suck when it comes to listening to their fans but Bioware has always been faithful to us. If we, as a unit, go to them with thoughtful argument and continued loyalty perhaps they will see fit to give us the toolset once and for all.
