Eight months ago they said "we're not sure", now they say "we don't know". A simple "no" from the beginning would have been more honest in my opinion. Really, do you guys still believe that a modtoool will come out eventually? I do not.

Not giving us a toolset, however, will only confirm what many already think a fact.
And to you console-users, don't blame Bioware for mods, blame Sony for dissapproving, when it's entirely possible to have the game read mods from a USB thumb drive -- as we can with video files.

Exactly. While its easy to put the blame on EA (evil publishers want more money etc. etc.), I honestly think any decision regarding the toolset will be made by Bioware. It will merely come down to whether or not they think spending precious development time on releasing a new toolset to the public is ultimately worth it - that is, if they get a solid return on their investment of time. DLC rarely ever competes with player-created content (heck, even NWN sold a boatload of DLC, despite having such a massive modding community), so Maverick hit the nail on the head by shooting down this argument.

Also think about this. Lets say they did release a toolset for DA2. What art assets would it come bundled with? You'd be able to make areas that look like Kirkwall and....... Kirkwall and...... Kirkwall and.....
Well, you get the idea.

Also, Bioware, this will be a positive force for the fence-sitters. Thus, the green stuff for you and EA. Also it will turn the disapproval from many a little and show that you haven't completely sold out. The hype will end in a month or two, modding will prolong a moderate hype untill a new game in the series is released.
As Gaider has said, we shouldn't expect anything before months after release if we ever get one. I bought DA:O DLC even with all the mods being freely available.

Lol? Seriously?
There are about 5-10 nudity mods I can think off - and over 400 other mods that do not include nudity, and loads that provide new adventures.
- Dark times.
- Recreating BG2 in DA:O.
- Recreating NWN2 in DA:O.
...and so on.

Modders would be already working on the "same cave, same house" to make them different.
A toolset would keep the community active and interested. Many complaints would become irrelevant.
Games like NWN OC and Oblivion are still popular and beloved because of their toolsets.

The graphics make the character models more detailed, the combat is better, and the conversation system is good too. i dont get why people are hatting the conversation system and a few people are hatting the combat when its way better in DA2. The only problems in DA2 is the repeated locations and no asymetrical view. People arent putting all the imrovements and problems into perspective, they're just complaining about the few problems. The causes of these problems are probebly EA. The first DA took more than 5 years to make while DA2 took around a mere 2. EA probebly gave Bioware a really close deadline which must be why they repeated the locations and said it was on purpose to help players. Bioware didnt have the time needed. Damn EA. Watch me get banned for this.

Have to disagree with the first half. It has improvements, but there are also many areas DA:O did better. Claiming combat is better does not mean anything either, that part is subjective. They are putting it in perspective. You're just unhappy there're more cons than pros.
