Does the new DLC foreshadow the direction of DA2?

While the DLC was never named (nor was the name of the dungeon), the
focus of this new content is entirely combat based encouraging players
to use their tactics against hordes of enemies.

He may not be doing that per say in this thread, but in all of the other threads, where he says the exact same thing over and over, it could be argued that he does.

In terms of being a self-contained episode told through a third-person framing narrration, yes.
Leliana's Song is, I think, the most encouraging hint about DA2 that we've seen.

On the other hand, we know now clearly that DA2 is story-heavy, with the narrative choices not only playing their own role, but influencing the artistic style and combat as well; if anything, DA2 is going to focus on story over and above other elements. We know that the framing device and narrator's opinions will affect other aspects of the game. That's pretty much the exact opposite of a game that lacks story. So the DLC is definately not foreshadowing that Bioware doesn't care about story anymore.
However, it could foreshadow in a different way. The fact that it says that it is about using your tactics to get through hordes of enemies suggests that the tactical style of combat is still something that Bioware cares about and is interested in improving. So the DLC largely combats the idea that Bioware is giving up on tactical gameplay.

Maybe not, but from reading his/her posts in other threads it's fairly obvious what his/her motivations are for posting this one.

That says it all right there, I think.
This new DLC doesn't sound like it's to my tastes, but that doesn't reflect on DA2. The Darkspawn Chronicles DLC wasn't to my tastes either. From what I read, that also featured little story. On the other hand, the most recent DLC, Leliana's Song, was primarily story.

Oh, absolutely. But the posts themselves should be our only concern. What goes on in Kordaris' mind is his problem.
This is a pretty ludicrous topic, really. One might as well say that Darkspawn Chronicles was the future of DA.
