Is it a bug with a few substainables, notably Blood Magic and Rally (I think, SOMEONE keeps activating a substainable every 10 seconds and it only started after I put Rally on Allistar's Tactic as Self:Any), turn off about 10 seconds after combat ends (you can't run around with BM up all the time, in otherwords). Is that a bug? And it's especially annoying with Rally, since it kicks any stealthed rogues out of stealth., which might be bug number 2 with Rally...
