Playing ME2 on the PC. I purchased it through Steam, and have verification codes for both ME2 and the Cerberus Network.
I have all the necessary accounts. I've downloaded the DLC. However, every time I start up Mass Effect 2, before I can click on anything in the menu, it tries to connect to the Cerberus Network and then tells me it can't connect and has timed out. Therefore, I can't verify the DLC and therefore can't use any of it, despite having it downloaded and installed correctly.
All my accounts are OK. I have internet access. I'm positive it's not a firewall thing, nor is it an antivirus program thing. I've tried reinstalling, checking my accounts, redownloading, and all that mumbo-jumbo.
I contacted EA support and talked to someone for almost half an hour; I got a series of answers that were copy-pasted from some word file and completely unrelated to what I was trying to do. I gave up after getting nowhere.
Suggestions?

if you get "timed out" error it can be related to your internet connection, or some firewall/antyvirus is blocking traffic.

Thank you both for those answers; they're about as helpful as the support I got from EA.
I've spent two weeks reading through other threads and googling the issue. I tried editing that one txt file. I tried messing with ports and checked my EA/bioware accounts. I tried that line you run in the command prompt.
Basically: I started this thread because nothing I've found in those 50-odd results has worked so far, and from what I'm gathering there are other players with these issues.
Anything new to report that I don't need to read through 60+ pages of other players struggling with this issue to find?
