All three Halo games had some of the best music I've heard in games. The music from FF7 and 10 was quite good as well. I have to admit, I often just turn the music off in PC games, so I'm probably missing out, but there you go... hardened PC gamer that I am and I think the best soundtracks are on consoles.

Props to everyone who mentioned the Hitman games and anything Jesper Kyd's done generally - dude is talented.
The Max Payne games both had great scores.
Um, I guess I'm just mentioning entire scores I really enjoyed at this point. More recently, Mass Effect and Mirror's Edge both stood out.

I didn't get the album for the first wipeout but that game was the first time I ever listened to Prodigy. That music made the game so much more fun to play! I think the song they had was Firestarter and it was only instrumental.

For some reason I've generally run into much stronger soundtracks in JRPGs than I have in western RPGs.  I'm not really sure why that is.

Because Japan has been serious about their RPG games since forever. It has only been recently that US makers picked up on the fact that music sets the mood.
