I am guessing the two appeal to different demographics:
Legion: a unique character with a lot of thought provoking dialogue
Kasumi: a stereotypically "hot" character who barely speaks

My main point was that the Tali character was created and expanded to appeal to a certain demographic. In my opinion that demographic has embraced the character out of all proportion to the character's merits, seemingly without any awareness that they were responding to biological and social programming. One only has to look at the multitude of 'dat as$' posts to see evidence to support my observation.
I stand behind my assertion that a huge part of Tali's popularity can be attributed to her waist-to-hips ratio. She's got more "junk in her trunk" than any other female in the game, and I'm just supposed to think it's a coincidence that young males flock to her more than any other female in the game? I'm sorry, but quarians aren't that interesting. It's not judgemental to make this observation, and I don't know why people are so defensive about it. The human race would probably die out if males weren't programmed to respond to certain female physical characteristics. We females have our own programming to deal with, so it's not a gender-specific issue.
If you're going to be a Tali fan, that's fine, but do so knowing that you're a fan of a character who has been very precisely calculated to achieve that very goal. It really does come down to some basic mathematics, which BioWare has used to great effect with the character. Don't feel bad about it, don't feel anything about it. Just know it.

Thanks Kikaimegami.
Kaidan was created to appeal to females, but it seems his appeal trends older than they probably expected. I think the character isn't 'tough' enough in some people's estimation, thus lowering his appeal among younger females to an extent. There's nothing dangerous about Kaidan, so his appeal is limited by that. I think Jacob was an attempt to appeal to those females who weren't enthusiastic about Kaidan, but it would seem they missed the mark by most people's estimation.

Actually, all of the ME1 romances don't really do it for me. They all seem horribly forced. I think that's probably why I find Garrus and Tali more appealing, because the actual romance plots seem more genuine.

I agree about with your views on the hypersexualization of any character regardless of the game, but personally I don't think it was a purposeful act in designing the character (meaning that I don't think Tali was purposefully oversexed at all...if she was, it went over my head and it's not why I like the character). Reason is, just about every Quarian has a body structure like that; it goes hand in hand with their three fingers two toes thing, both the males and females stand that way, which just seems like a way to make them differ from humans. (Turians have pretty wide hips too, y'know.)
Personally, it's not even why I like the character or the race; I just think the Quarians have a very imaginative backstory, and I think that just as much now as when I played ME1 for the first time and read the codex entries about them. Maybe I haven't read enough sci-fi, but I find the concept of a race existing entirely on a series of mobile platforms pretty interesting, even moreso when you add in the backstory with the Geth and all that. (Ties in with why I like Legion.) Specific to Tali, I think she was voiced well, has the best loyalty mission, and the best theme in the game (to name a couple reasons why I think she is a well-designed character, though I do have a few others). Really, Jack and Miranda seem far more oversexed to me.
Then I saw this forum about a month ago and found that Tali is apparently the most popular character from ME2, but for entirely different reasons than mine. >_> Of course, it doesn't stop me from getting pigeonholed in as a generic member of the "horde" because of social stereotyping. That's my main gripe with the situation: Immature members of the community rally around a specific image (in this case, a specific character), which has a direct influence on the way the rest of us are viewed, regardless of whether we side with them, oppose them, or attempt to remain neutral. If Tali was male and not an LI, I would probably feel almost exactly the same about the character and I'm not giving any baseless conjecture when I say that. If "He" would still be a Quarian, have a good voice actor, a good theme, a good loyalty mission, insightful dialogue, and was useful as a squadmate, hell yes he would be my favorite character. For reference, I like Garrus and Legion just as much as Tali.
