Actually Gaider said they had intended to have horses featured in the game such as at ostagar but they were cut for time and because they offered to little benefit. But yes if you read the book I am pretty sure they are used extensively in stolen throne and therefore do exist.

Horses are actually mentioned on a few occasions - for example, when you're dealing with the halla in the Dalish camp, there's a dialogue option to liken them to horses. Oghren also lists hitting horses as one of the proper uses of a pike. (As opposed to, uh, twirling them.) And yet we never see any pole arms or any equines in the whole game, DLC and expansion!
The merchant in Sulcher's Pass tantalisingly mentions that he has a mule, but it's run off so we never actually witness this fabulous beast. They're more mythical than griffons.
My only theory is that the Darkspawn ate every horse, donkey and mule in Ferelden.

If they were just hanging around, yes, it would improve immersion. But for me, not if they could be ridden. Riding takes a lot more skill and endurance than most people realize, especially when they're being used as transportation. I figure if Hawke is riding a horse then everyone else needs to be riding one to keep up, regardless of whether they have those skills or not; but a character like a dwarf or something that's probably never even seen a horse wouldn't be able to ride well enough for it to be practical.
That's not even bringing size into the equation, though personally I think it would be funny to see a dwarf on some big horse, or a qunari trying to fit on some pony.

They have a reason, and have responded to these questions numerous times.
If they do mounted stuff, they want to do it right, not just add a cosmetic change to your character.........a horse.
If I recall, a Bioware dev touted Mount and Blade as an example of a game with horses and mounts. They don't create those kind of games, and aren't going to spend a years dev time on mounted combat, when the focus of their game is not at all about mounted combat.
Other than travel(which you don't really do) or cool looks, when is the last time in DA that you though you should be on a warhorse?
Now, I do want to whine and complain, at some point my Warden should have been on a Griffon:) FU Bioware!

Fight for Redcliffe.
And having your character simply standing on a horse in the middle of the landsmeet would've been badass, Loghain would go "O'rly?" and then you'd have a jousting competition.

Dave, I'm on your side. I once posted that fans of every fantasy rgp want one thing, they want hroses or mounts. I posted that devs act as if it is a total surprise that fans want horses.
I was put in my place, the devs called me out said they just can't do it, they don't create maps or adventures with mounted combat, and can't justify the dev time to do it, even though they know from the alpha stage that people want it, it just isn't their game.
But yeh, I'd have loved to shove a lance throught Loghains head, another bonus for mounted combat.

It worked in that NWN1 expansion, I don't see why they couldn't use that animation/concept to make horses work

Well it depends entirely on how it's made, it could be a gimmick and make players go around saying "Wow, horses are pointless" (example: Two Worlds) or it might simply drain funding that could be used for something else. As much as I'd like to be riding on a horse in the middle of the Landsmeet, calling out Loghain and such.. I do believe the game as a whole fits more without it.
And if it's like the fish of Mass Effect 2, our horses would die.
A lot.
