Well it depends entirely on how it's made, it could be a gimmick and make players go around saying "Wow, horses are pointless" (example: Two Worlds) or it might simply drain funding that could be used for something else. As much as I'd like to be riding on a horse in the middle of the Landsmeet, calling out Loghain and such.. I do believe the game as a whole fits more without it.

If you are of the human noble origin, when you talk to the halla tender in the Dalish camp, you can mention that your family raised horses like the Dalish raise the halla. Riordan also mentions that 'several divisions' of Grey Warden cavalry were on their way from Orlais to Ferelden to help combat the Blight prior to Ostagar. I believe Loghain makes reference to this as well at the Landsmeet, though of course he spins it as an Orlesian invasion.
Also there is a class of Orelesians known as the Chevalier. I don't recall if any mention of horses are made while the Chevalier are being discussed, but even if horses aren't mentioned, it's likely the Chevalier ride into combat. It is a French word for a knight or horseman.
