Yep I saw that right after I posted a new list since the original #1 never posted a new list. It's fixed now.

In a case like that, you might want to wait a little longer before assuming that the poster has forgotten, and stepping in with your top ten - often people will post the #1 to the list without the next top ten, because they haven't quite decided on it yet, but want to reserve the right to name the next list - they post the #1 quickly so that they won't get ninjad.  In such cases, they'll edit the post a few minutes later to add the next list topic.

And in any case, if you suspect that the poster has forgotten, the polite thing would be to post a reminder, and wait a while to see if they pick up the ball, before posting your topic.
