Now i know this may be because of the story she tells you when shes a little girl she steals this but flemmeth destroys it but im also wondering whether flemmeth planted this so she could take over morigan. Anyone know if it has an affect on the game? Im already 100 approval with morigan without it.

There is no effect from giving this mirror or even wearing the robes of possession later on. Still, it'd be interesting to see some consequences in sequels or expansions.

I wondered about this exact thing myself.
I spoke to Leliana and she told me the legend of Flemmeth.
In the legend, it is said that Flemmeth mourns her lost beauty and will steal yours from a looking glass, if she catches you.
So, my conclusion would be that maybe this is related to how she takes over her daughters.
But then why would Flemmeth smash the mirror when Morrigan was young when she took the mirror from the noble?
Was it not time yet so she did not want Morrigan looking in the mirror? Does Flemmeth care for Morrigan and did not want the demon inside her to hurt Morrigan as she was looking in the mirror?
I do believe this has some importance somehow and somewhere down the road.
I think it also triggers Morrigan to give you the ring after you give her the mirror from Orzammar.
Has anyone not given the mirror to Morrigan and still received the ring from her at some point in the game (if you are romancing her, of course, as I don't think she gives it to you if you are not as she is not in love with you)

I can only think of a few reasons off the top of my head.
Maybe Flemeth feared Morrigan would figure out how to do the mirror soul stealing ritual herself.
Maybe, as you suggest, Morrigan wasn't ready to be possessed yet so Flemeth smashed the mirror to make sure it wouldn't happen before it was time.
Or maybe it's exacly as Morrigan said, and Flemeth did it just to teach her a lesson.
It's hard to tell with Flemeth just what to take at face value and what has deeper meaning.

The whole mirror myth was told to you by Leliana, a bard - a storyteller. When you get the original story from Morrigan she tells you that the tale has no doubt mutated over time and telling. The mirror is most likely such a mutation.

I haven't heard the dialogue about the mirror being a tool of posession, but I agree about the Robes of Possession. I looked up the info on it:
Effects: (some stuff) then -1 Willpower
Description: The original intent of these robes is clear: a "welcome home" present from Flemeth, designed to sap Morrigan's will and ease the ancient sorceress's possession of her daughter. With Flemeth dead, these robes no longer pose a danger to Morrigan--but Maker help those who get in her way.
