That's interesting but unlikely, i migh say it's relate to their belief or culture maybe even a difference in their race.
for example why i disagree, even you brought Sten with you everywhere ingame, many people doesn't have idea what he is, they're assume "giant" or "very tall and big man" and that's only happend in Ferelden, beside if they're sort of spy, why when Warden ask Sten purpose of coming to Ferelden, he get the answer.
So i guess if they're cut it off just for spying purpose, it doesn't make sense, talk about lore-wise, their war with the rest of Thedas already over and have declared peace, though in someplace they're not welcome, I don't think they're even bother to need spy though their purpose are for watching other country they're free to walk and go anywhere.

It's perhaps bit unfair considering the only information regarding Qunari we had from game explicitly called them bronze-skinned. And i don't think it can be easily waved away with the "Brother Genitivi just never saw a differently coloured Qunari" and/or "the bronze-skinned ones are the public face... because considering Qunari led war with humans for few hundreds of years (which would involve regular warriors and not just the 'public face' folks) it'd be quite strange if presence of Qunari of other colours was never noticed and registered.David Gaider wrote...
You do know that humans come in different colors, right?mdfitz2 wrote...

after the massacre of the beresaad and losing his sword he probably just didn't care anymore.
That "qunari" is actually a 'new' elf, the sticking out bits are ears.filaminstrel wrote...

I think it could, especially considering this concept art:
Sure looks like a Qunari there on the left. No official word, though.
I dunno, unless their horns can grow in a variety of directions, the horns on the guy in this picture look more like they're coming from a horned helmet. They're pointing outwards like cattle horns.
