Yes.

It seems I've misunderstood the question.  Of course Shep's decisions will make a huge impact (though I expect that we will be pidgeonholed into peace personally.)  He is the one who will bring them the option to actually return to the homeworld, and he will be the person that makes it all happen in the long run.

Not sure how wanting them both on your team makes you an outsider, I see it as the only possible path personally.

There's no secret with Xen. You know she's insane. She tells you her plan. You KNOW it's gonna be a problem one way or the other.

That would presume there is a faction in ME3 working for the Reapers.  Even still, they would likely try to use someone from one of the factions to cause dissent.  Xen is the logical choice, due to her action in ME2 - not to mention the email.  And just because it is predictable doesn't mean it can't be done well.

Yikes.  I'd hate to be forced into a situation where the best course of action was a monstrous crime like the enslavement of an entire race.

I mean, I want it to actually be difficult, if not improbable, to have them both.  Make it so you need a loyal Legion and Tali from ME2.  And that, depending on which factions you already have, to make it more difficult.  Having both should be a reward for playing all the games, not something easily accomplished.

That's fair.  I'd even be fine with her being a posthumous hero if her scheme turned out to be something that could be used on the Reapers.
