It would help in the analysis if we knew where the Perseus Veil was actually. Was the system behind the veil? If so, that's deep in geth space so no patrols by anyone except geth.
The codex says that the Alliance (or some other military) are using stealthed spy drones to...well, spy on the geth. Maybe Cerberus picked up a signal from one of those when it had left geth space.

Actually, your minific is the only explanation I have seen that would work/be feasible. I know if it had been an option in the game to tag the shuttle my shepard would have put two of those suckers on it.

Guddamn right.
Way I figure it, Tali would have had to return to the migrant fleet, then would of had to go to Haestrom. Knowing what we do about FTL, this could have taken a while. Once she got to Haestrom, the tag would've gone to Shepard, likely during Horizon, but as we all know, nothing gets onto the Normandy without TIM knowing. Knowing Shepard is going to go after Tali no matter what he says, he hands Shepard the Dossier, to make it seem like he supports the idea.
I'm content with my explanation.
