Since Tali's life is actually endangered, she has to be the one to initiate the entire romance, because if there's even a chance that it might look like Shepard was pressuring her into anything, he would have looked like a complete D-bag, and the whole romance would have been tainted. As it is, they struck what is, in my opinion, the perfect balance: Tali nervously leads, Shepard reassuringly follows.

Just about everyone is happy with the romance.
I'd say pulling that off is plain amazing.

Its up to the viewer for all of the ME2 romances really. Tali is just the one that gets questioned the most. Personally, I don't know how anyone could look at the facts and question any of them, but I choose to believe plenty of outlandish stuff that isn't proven untrue myself, so who am I to judge

I kind of like that they they chose this direction for the romance and didn't make it very explicit. With many of the characters, they leave just enough backstory to make things interesting to see/read while still leaving room for conjecture. (Legion is a good example of this.)
Personally, I think they just kiss.

The romance, for me, started when I first saw Tali, saw the hood, the suit, and her blowing things up, and decided, You know what? That's hot. I wanna check that out. It became solidified when I got to know her and she became my favorite character. It became canon, when I elected to either hold out for a romance with her in a later game, or romance no one for the entire trilogy.

Much of the awesomeness of The Tali Romance is due to the fact that you didn't have the option to romance her in the first game and how much deeper her backstory was.
When I first played ME2, I had no idea I could romance Tali or get her as a Squad Member. When Kelly said that I was so goddamn happy.. I never romanced any other LI in ME2 since then

Me too. I think sex with her immune system the way it is is REALLY pushing it. Crazy makeout kissing is probably what Tali went for.

Even if it was just meant as a make out session, which personally, is vorcha ass, the pent up hormones would doom them both to go all the way. It's apparent humans and aliens tend to think/feel the same emotions. Like riding a bike, you intend to go around the block once, maybe twice, but then out of sheer urge, you go further. Eventually you go around the entire neighbor hood.
Wait, I just involved a bicycle analogy with making love. Awesome.
