Sure, sure. They're just tools to him. But he's not blinded by ideology: he knows they have their uses.
of course he does to him they are tools I think he thought the same thing about shepard he had points that were beneficial he knew shepard would leave them eventualy
Shep and TIM's relationship is interesting. Shep obviously wants to stop the reapers like TIM, and save the Terminus colonists from being liquified as well. Surely TIM doesn't expect Shep to willingly help further his goals, but they kind of work together peripherally (TIM revives him, Shep stops collectors/reapers,) in order to both advance a little. On the way to the end, both will obviously try and get more from the other.
