Personnally I think it's a combination of those two. They would show up in a system, strip an asteroid that most likely the systems owner had no intention of touching but felt they had been robbed as well as the fact the quarians started showing up on this 'pilgrimage' taking any job that would pay something. I think the important think is that they are not giving up so easily, even when the rest of the galaxy throws filth at them.
Makes me also think. What painted them with the image of being thieves and beggars in the first place? Was it because they were mining in systems they were passing through?
Or maybe it was because after the geth rebellion, the quarians on Pilgrimage were forced to take any low paid and not so fancy job they could find and they weren't paid enough to survive, to buy food or shelter because their employers saw them as mindless morons for creating the geth so they had to steal in order to live another day.

Additionally, someone who conceals his/her face is generally less trusted. Not to mention, the council's been using the quarians as scapegoats for quite a while now, it seems logical that the general population would follow their lead.

Oh, almost forgot. They don't have a fleet. It's sad that it's the only thing needed to get somewhere in the galactic society. A big ass fleet, and a convenient battle/war to show it.

Hmm....I'm not sure. Imagine going around in some unique clothing that automatically triggers suspicion. It would be almost impossible to steal. No, I think they would become a badly abused and victimized underclass. And, perhaps, a disproportionate part of the prison population.

Tali's drone is very useful in ME2 for drawing enemy fire at higher difficulties, and Enegy Drain is also very useful for draining enemy shieldsPKchu wrote...

I think the whole "mindrape" or "execute" is the hardest decision in the game actually. I'm still conflicted over the metagame aspect.
