They're not cop outs as much as they're more complicated than most people realize. Upper left blue doesn't prove Tali is innocent, it makes it not worth it for the admirals to exile her. Korris isn't a heartless bastard, just close. He will only ruin Tali's life if it will benefit him in some way. After Shep points out all of the things about Tali, and the admiral's intentions, exiling her won't accomplish anything, so he lets her go.
Its brilliant when you think about it. You can't prove she's innocent, but you can kill the scapegoat.

Another important note: the trial wasn't really about Tali, it was about the admirals pushing their agendas. Shepard calls them out for it.
