It all comes down to how you choose to write your own personal Shep's bio. If you want your Shepard to still be a virgin before meeting Tali, then you can make it work.
That's the great thing about how basic Shep's history is.

Garrus shook his head: Liara hadn't treated them like anything, she'd not even noticed them. She'd only had eyes for Shepard, but at the same time didn't really seem to care. Her words certainly weren't matching her actions. It was complex. He hated complex.
"I'm not a child," fumed Tali, "I know she and Shepard were... close. And I know that what she said on Ilium hurt him. But now he's telling me that he wants to link environments?"
Yeah, complex. "Look," he broke the tirade, "you said you were the one that brought up linking suits."
"Well, yes."
"So, why get angry about it?" He could at least try to keep it simple. "Liara's not here. Her head's in the wrong place anyway, I think, and it's been years since she was with Shepard."
"But that doesn't mean," Tali interrupted furiously, "that she can just forget. I certainly..." Her voice clipped off abruptly.
Garrus had to stifle a chuckle. Like anyone didn't already know about what Tali thought of Shepard. He was no expert on quarians, but watching Tali prattle on to Shepard back in the old days about the minutia of the Pilgrimage had been almost painful sometimes. And then there were her research logs on Haestrom.
"Maybe she has, maybe she hasn't," Garrus leaned back against the gunnery station. It finally looked like he had a clear shot. Showing all his sharp teeth, he pointed a talon at Tali, who looked like she was about to quiver out of her suit. "She's not here, and by her own choice. She turned Shepard down. They did that thing with their mouths-"
"Kissed," Tali said impatiently.
"Right. And she turned away. It's over."

She doesn't want to die I'm positive of that much, but her biggest fear might be Shepard thinking that he killed her.

Shepard: Yes. Every single day. It terrifies me. I can fight just about anything, Garrus. I can kill a thresher maw on foot without even breaking a sweat. I go into a battlefield with Tali by my side and I know I can protect her. I know nothing will happen to her. I know I can't fail. But the idea that us being together... The thought of that hurting her... It's the scariest thing in the world.
*Garrus could see his friend's doubt weighing on him.*
Garrus: Do you love her?
*Shepard opens his eyes, turning to Garrus.*
Shepard: I... I don't know...
Garrus: Yes you do.
*Shepard leans back against the wall, a thousand thoughts running through his head before he finally let's it out.*
Shepard: Yes. I do. I love her.
Garrus: Well then, there you go. What could be wrong with that? I've seen the way you look at each other. Loving each other and then acting on it should never have room for doubt. If you love someone, you would do anything for them, regardless of consequence. I might not be much of a romantic, Shepard, but I know that much.

You're right. Shepard is basically the player. If you want to create Tali as the only woman who ever moved you, you can.
