Indeed, for ME1, it was a race against time (which didn't feel that way actually) and you were wondering wtf these things are, why and how they do what they do. In ME2, once you see the collectors, and the simple brutality of their goals, a lot of that intrigue is lost. Add to that the "human blender" and terminator-looking boss, and it starts getting a little cheesy. I like cheese, though, and this is sci-fi, get used to it.
Tugging at your heart strings? 
TIM was a good villain. Part of it is because the lines between ally and enemy are blurred with him. It's brilliant.
That is a saying, isn't it? lol Saren created conflict, I actually wanted to join him on Virmire, whereas TIM gives me no reason to join Cerberus (keyword join, not "tolerate because we have the same goal at this exact moment). TIM is brilliant because he's got a cruel but legitimate reason for all his decisions, but I still think Shepard would have taken off.
"I only believe you because I doubt you'd repeat yourself so soon" seemed a little OOC to me.
