I mean, Illium might restrict a fleet of 50,000 ships entering their space, but what are they to say about 500 quarians looking for a permanent residence?

I most certainly see places like Illium fileld with employers who will take whatever help comes by. Quarians would make for some very specialized sources of labor. My only doubts are that the quarian in question may be more concerned with their own agenda- the Pilgrimage, so they may be signing contracts they did not intend to follow and end up working against their better judgement.

The indentured servitude comes to mind.

Now that I idea I like.
Shepard does all the fighting and the getting shot at, and I'll take care of all the Tali scenes.

If you think about it, Shepard has the safer job.

Her breathing also showed problems, with inhalation coming only after repeated fits of coughing. Not that the fugitive was unaware of this. Checking her omnitool, the array of flashing red lights told her what her body was quite obviously alluding to:

Tali'Zorah vas Normandy was dying.
