Since Tali had become an attractive character to many fans, allowing them to believe that she is 16 might have left them feeling awkward. Stating her age as 24 in ME2 allays any negative connotations. It may not be rational in the context of alien biology, but it could still have been in the minds of the developers.

Definitely agreed there. Just because the argument is stupid doesn't mean its going to stop people from using it. Therefore the obvious choice is to make any potential LI at least 18. Seems to be a constant in gaming. I don't think the inverse of the asari would fly to well for this reason. the 12 year old girl with a life span of 24 would be old enough by their standards, but will probably be met with some derision.
That said, I don't think Bioware ever planned for Tali to be that young. 22 is a perfectly believable age for ME1. The pilgrimage is a very dangerous undertaking, and not leaving on them until that age seems like the right move.
