Which is weird to me since you have to recruit everyone else I think, so why not Garrus as well?

You don't have to recruit Wrex or Garrus. However, you have to recruit one of them. Apparently the default game had Shepard recruit Wrex but not Garrus (wtf), but had Wrex die somehow (possibly by Ashley).

There's no evidence that turians have nictitating membranes, so it could be that they have tear ducts to keep their eyes moist.

There is neither the evidence to support nor disprove it, but I imagine they do.

It was just Wrex and Garrus. Udina actually urges you to take Tali.

No, Tali is mandatory.  Udina makes you take her, I think.  Wrex...  Dunno.

Well, after she gives the proof to Shepard/Anderson/Udina, similar to Garrus she has pretty much 0 relevance in the main plot in ME1.
