No ofense to you or Buddhabut dose Garrus really need a specifically Noir theme? I mean thats practically been his whole life already, throw  in some  Danny G;over and gve me some lethal weapon Garrus, or your action/comedi theme of choice

I doubt that actually.  She has the tendency to get rather fiery on some issues, and she's not afraid to stand up for her point of view.  I'm sure she has clashed with plenty of people over the last few years.

they were deactivated and harmless (until of course rael decided to experiment on live geth and whatnot)

That's the evidence that the admirals have against her.  They know that Tali sent geth parts to the flotilla, and those parts activated, causing the Alerei situation.  They have no way of knowing whether Rael caused them to activate, or if Tali sent unsafe parts back to the flotilla.  The evidence proves the former, the admirals assume the latter.
