No, I still disagree with that. Make it like Dragon Age. I put points into persuasion. Then I get to choose whether I want to be paragon or renegade. Having morality points be prerequisities for charm or intimidate is arbitrary and restricts roleplaying.

I think one of the main problems with the quarian government is that they are simply just too split down the middle that they will never get anything done. When you have one party wanting to find a new homeworld, one wanting to take it back, and another wanting to stay on the Migrant Fleet it is just impossible to make decisions.

I do think part of the reason the prevailing opinion is opposite of my view is that it seems to be Tali's. Since she gives us most of our knowledge, the message can be warped.

The Geth have not in fact overrun the homeworld; as the Legion says, the Geth stay in orbit to take resources from asteroids. They only keep several Geth platforms on the homeworld to care for the Quarian graves left from the Morning War. It would be like me saying that nuking a country always turns it into a thriving democracy. Sure, technically its true... but that doesn't make it mean anything.
Presumably, the Legion is referring to Quarian attacks on heretics since then. Since the Quarians do not distinguish between Heretics and Geth, it's effectively the same thing. And if there actually haven't been any conflicts since the Morning War, it's the Quarians who are suffering from their lack of action, not the Geth. Their race is consistently dying, but they could have a great shot at halting or even reversing that path if they just took a risk and attempted diplomacy somewhere in the last three centuries. The Geth already have what they need; they have no logically productive reason to attempt peace, because they're still making progress, growing in number, and achieving goals. The Quarians, not so much.

I would actually argue that while that's bad, it will eventually be what saves them. If they had 3 admirals who wanted to impale themselves on the geth and die in a fiery cloud 50 years ago, we wouldn't be having this conversation. The options now are all bad, and everyone will continue pulling their own way until a better option is presented.

Well, that games different. In the first one, your actions regarding Ryan (trying not to drop spoilers) corrupt any chance you had of being a "Paragon". Plus, morality choices don't effect Bioshock.
In Mass Effect, your choices have a profound impact on how the game plays.

Yeah, they're inability to make a choice has probably saved them from extinction so far.
