Maybe he did, but in the end Zaal admitted that he was wrong to involve Tali in the politcs. He admitted that he had failed her and that he was glad Shep was able to help her. I believe he sincerly regretted what he did to Tali after the trial.
Combine that with his pro-peace views and he redeemed himself in my books.
Za'al said he never had any ill feelings towards her just through she made a bad choice. When he said that I had much better understanding of his character and how he thinks. Considering that in the fleet one mistake, one bad choice could cost a lot of people their lives. He comes off as the type with put duty above all else .
Shoot someone in the kneecaps. Apologize to them. Yeah. That makes it feel better.
Whether or not he felt sorry is a non issue. Korris is a slimy little worm, a spineless waste of refuse who laeks even the backbone to actually stand up for what he believes in, what he believes in not extending past blatant cowardice and weakness. He's a polititian, pure and true.

The gypsy thing is obvious, but the no-immune-system thing doesn't translate well to fantasy tropes.
So here's what I was thinking: quarians would be like fae, whose presence in the world is disrupted by logic and civilization. They used to be more common, but now they get fewer because civilization keeps spreading. They wear masks because looking on them damages them because by looking you're trying to impose order on what you see.

or the magic that creates them is also slowly killing them as well, or they are made from the dark magic so light is harmful to them.

Essentially, I think the Conclave is going to make a decision that will nearly destroy the quarians. And Shepard can convince the Borad to stop it, which, in turn, causes them to have to step down.
