Hoods, or veils, could also represent purity and chastity, although I think this idea would be ingrained in the older generations... not necessarily Tali.  But traditions are hard to drop.

And why does Tali wear one after Omega 4?

A hairless head would also have to be shaved constantly, otherwise you end up with stubble all over your head, and I know from personal experience that that ends up going everywhere.  The long hair pulled back would actually be easier, assuming the suit has room to accomodate it, which is hardly a huge leap of faith.

though I guess it depends on if it gets too hot in there on not to cause you to start sweating.

The suits are climate controlled, and we don't even know if quarians sweat.

We also have no idea how comfortable the suits are.  Hair being uncomfortable with a helmet for us today =/= hair being uncomfortable for a race banished to helmets 200 years from now.

There have been quite a few human cultures that have held females as objects of beauty, disguising them with hoods, veils, masks and other obstructions so as to aid their mystique. The Quarian hood doesn't neccessarily represent hair, although it is obviously interesting that the males do not wear them. The whole issue of Quarian hair is still pure speculation. Since the devs don't seem to be particularly favorable toward the idea of hair on aliens, it's equally possible that the hood is a substitution for some more alien cranial-formation, or just an aesthetic choice.

It's name is based on a ancient language, so I don't think they named it after their "current" situation.
